Can someone tell me what movie this is?

We watched part of it in History. It has a parallel to Hitler in World
War 2.
It's a Sci-Fi.
It's about a guy who had a natural birth in a society where babies are
genetically altered. He could possible have a heart condition and
because of that, he can't go into space like he wants. He finds a guy
who can help him by finding another person, whose DNA is okay, and
pretty much copying the identification so he can do what he wants.
I know that's not a clear description, but it's as close as I can
remember.

Also, I think it had Jude Law in it. I'm not sure, though.
